In 1990, he returned to the starting lineup, batting .303 with 32 home runs and 84 RBI. The Sporting News named him the National League Comeback Player of the Year. He also stole thirty-three bases and qualified for the 30–30 club. The following year, he repeated that feat and joined Willie Mays and Bobby Bonds as the only players in Major League history to that point to score two 30 home run/30 stolen base seasons in a row. Despite his home run and stolen base totals, he only hit .251 with over 100 strikeouts and 23 fewer hits in just 14 fewer at-bats.

The following year, he struck out 162 times and batted .229 for the Cardinals, the lowest point in his career. Although he still hit 26 home runs in 1998, the Cardinals did not play him regularly. On November 19, he was traded along with Jeff Brantley and Cliff Politte to the Philadelphia Phillies in exchange for Ricky Bottalico and Garrett Stephenson.
